This park was named for a local park advocate, Ruth Arcand, in 1983. Historically this area had been used for horse riding trails, but many of those trails were lost when the golf course was developed. In 1984 volunteers began developing a new trail plan and a year later it was approved by Parks and Recreation and by the Army Corps of Engineers. The greatest portion of work was done with volunteer labor and donations of heavy equipment. The equestrian center was named for William Clark Chamberlin in recognition of his work and donations to the horse community.

This park contains a golf course, horse arena, park with play equipment and fitness area, Abbott-O-Rabbit little league fields, Springhill Elementary School, and Hanshew Junior High School. The 18 hole golf course sites on 175 acres and is managed by a private entity.
