Negotiations began in 1984 to purchase this property from Alaska Methodist University (now known as Alaska Pacific University). The property is a patent from the Federal Government with restricted uses for health, education, recreation and sports facilities for 25 years. The property was transferred to Parks and Recreation with the stipulation that the lake remain a park in perpetuity and that APU have access to the lake. The name of the lake was changed from Behm lake to University lake during the transfer. A group of volunteers helped with seeding, planting, and constructing barriers on the stream banks to control erosion.
